The Federal Aviation Administration (FAA) requires under Part 61:

Be at Least 17 years
-
40 hours or more of flight training, including:

20 hours dual instruction
-
10 hours solo
-
3 hours cross-country
-
5 hours solo cross-country

3 hours night flying
-
-
Pass a written exam with 70% or better
-
Pass an oral and practical exam checkride given by a Designated Pilot Examiner (DPE).
